Tuyen Quang targets green economy at 10% of GRDP by 2030
The plan establishes environmental protection and climate adaptation as vital tasks for the entire political system and society. It integrates socio-economic development with resource efficiency, pollution control, disaster risk reduction, and the enhancement of community and economic resilience.
By 2030, Tuyen Quang aims to allocate at least 2% of its total annual budgetary expenditure to environmental protection. All major wastewater and industrial emission sources will be equipped with automated, continuous monitoring systems linked directly to regulatory databases. Additionally, 100% of industrial clusters will feature centralized wastewater treatment plants meeting environmental standards. The province targets collecting and treating 15% of urban domestic wastewater to standard levels, raising municipal solid waste collection and treatment rates to 95.5% in urban areas and 85% in rural areas, while reducing direct landfilling to below 30%. Forest coverage will be maintained above 62%.
In proactive disaster response, the province strives to secure safe housing for 70% of households in disaster-prone zones and relocate 80% of households in high-risk flash flood and landslide areas to safety. Green transition and sustainable growth are designated as core strategic directions. By 2030, Tuyen Quang aims for the green economy to account for 10% of GRDP, renewable energy to reach 26.1% of total primary energy supply, energy intensity per unit of GDP to decline by 1% to 1.5% annually, and 1 to 2 buildings to achieve certified green building status.
To realize these goals, Tuyen Quang will refine environmental protection policies and integrate climate adaptation and environmental infrastructure requirements into urban planning, rural zoning, and sectoral development master plans. Investment project appraisals will strictly evaluate environmental impacts, resource consumption, and technology choices, curbing projects that waste resources, emit high levels of pollutants or greenhouse gases, or threaten natural landscapes and ecosystems. Priority will also be given to resolving pressing environmental issues.
Regarding climate action, the province is updating climate change scenarios and identifying zones vulnerable to flash floods, landslides, mudslides, inundation, drought, and extreme weather to formulate risk maps, early warning systems, and response strategies. A comprehensive forecasting and warning system for natural disasters, landslides, and flash floods will be developed between 2026 and 2028. Tuyen Quang will also conduct greenhouse gas inventories, cut emissions across energy, transportation, construction, and agriculture, and prepare the framework to enter the carbon market. The province encourages renewable energy deployment, green infrastructure, green urban development, and clean transport transitions, establishing a roadmap to phase out fossil fuel vehicles in favor of clean energy alternatives.
Furthermore, science, technology, and digital transformation will be leveraged for environmental management, disaster forecasting, and environmental incident warnings. A provincial-level database system for the environment and climate change will be constructed between 2026 and 2030.
